Dynamic risk assessment will also help to identify the target to a large extent. As a part of the social world, hazards have risk factors that may tend to decrease or increase its likelihood of its occurrence which can change over time. In this case, the risk factors are Western Culture and capitalism. It is important that capitalism has everything to do with wealth and therefore it is most likely that the attack will happen on one of the major trade complex in the US (Roberts & Horgan, 2008). The target is also most likely to be a very expensive building that hosts major sectors of the economy of the country. These are some of the major areas that the assessment personnel should base their efforts in to counter the attack.
The risk factors are broadly classified in two groups namely: dynamic and static risk factors. Those factors that do not change over time that is typically historical, are referred to as static factors, while dynamic factors are those factors which are prone to change over time. Dynamic factors include factors such as adjustments in social support for a specific group or individual, availability of explosives or weapons and security forces activities (Richelson & Evans, 2001). In this case, the risk assessment staff has to look at high profile sectors that have been against the terrorists and who have strongly condemned them. These are the likely targets because terrorists have a tendency of targeting areas which do not support them.
